Generally speaking, 2x of the same +# ring only give 1x the benefit. This is why you see +4/+5 as BiS. As with the Remorhaz those items have the odds listed. So I really don't see any need to test them? Tooltips in this game are pretty awful. More often than not, things work subtly differently than specified or include hidden internal cooldowns or caps. So I'd say usually things are at best as good ...

With the 30% EF rez item granted in the quest line and potion (+ optional shirt/pant kits), you can get the required amount of EF rez without wearing a single piece of ostorian relic armor.

Another reason the UD rising rings aren't great is that their proc'd stats do not count as "base" power for the purposes of sharing and self/buffing effects. In contrast, primal and gravestalker procs do count as "base" power. This obviously matters for DC/OP power sharing builds, but also for stuff...
