I believe the bigger problem is that they keep adding content that has a short shelf life. All those development hours going into sh pvp which withered and died in about 2 weeks, whey would anyone bother with edemo after they have their twisted set which many people may even skip with the new runic set introduction. Who will enter SVA once they get legendary runic weapons? etc etc etc. These modules are isolated releases from each other and generally make the last ones content obsolete. They leveraged strongholds to try and keep Mod 1/2/3/4/5 content alive but again these areas are on their death bed. With the new RP introduced in mod 10b now heralds which survived as a very popular piece of content for 5 modules is on life support. Their development strategy should be to incorporate old content and keep it alive so they don't have to do a complete redesign with each module.
