The problem with the pvp scenario of not enforcing ignore list as criteria is you have 0 means to work around it. In PVE you can make premades and avoid pugs that have campfire sat while you precleared, etc.

In PVP that asshole you don't wish to have in your party can also be achieved by an ignore list, but you still may have to face them. there should be some means to say I never want to see this person again and make it happen. Whether it be tiers of ignore, a timed ignore, or whatever, even with a limited game population, if you keep running into the same troll over and over again you are just as likely to abandon the game or the content. When is the last time anyone saw Amber enter pvp... probably 3 mods because that place is toxic

Also would be nice if there was a text mute option for people you don't mind playing with or against but don't want to communicate with

I also think more option that just an ignore would already do the trick. Maybe you should be able to choose to mute them, or exclude them, and then also choose PVE or PVP, private and public channels. Still think this feature could get exploited in PVP, but maybe that's not as much of a concern than I think it is.
